AmEx Survey Takes Pulse of Small Business

According to the American Express OPEN Small Business Monitor, less than half (45 percent) of small business owners have a positive outlook on the economy, down from 51 percent in the spring and 55 percent last fall. But falling optimism is not reflected in falling payroll: their hiring plans remain stable, with one-in-four planning to hire over the next six months.
There are some signs of light at the end of the tunnel: 76 percent of those planning to hire say it is because of growing business, up from 63 percent in the spring. Twice as many employers are seeking full-time, permanent staff (10 percent, vs. 5 percent in the spring). Some 77 plan to grow their business over the next six months, up from 64 percent in spring 2009, and businesses with cash flow concerns has dropped to 53 percent. That may still sound like a lot, but it is comparable to the pre-recession figure of 49 percent in fall 2007.
